At the Richmond Health Network, our offices provide surgical consultations for a variety of surgical procedures.

The department performs over 10,000 surgical procedures a year, in both an ambulatory and inpatient basis.

Staff and Facilities

All Richmond Health Network Surgeries are performed at Richmond University Medical Center which has a state-of-the-art cystoscopy suite for performing lithotripsy cases. We perform over 7,000 endoscopies every year and are now currently completing a new Ambulatory Services Project with six new endoscopy suites and new Pre-Admission Testing offices. The hospital serves Staten Island as a Level I Trauma Center, responding to over 1,000 traumas a year with excellent outcomes. The hospital also boasts 11 operating suites with the latest technology, including surgical towers, multidetector CT scans, and digital mammography screens.

We also provide an excellent pain management service, offering leading nonsurgical procedures as well as conventional surgical alternatives.

Pre-Admission Testing

In order to offer the best surgical care possible, the Richmond Health Network team performs a thorough evaluation of every patient. This can include allergy information, current medications, and family medical history. In some cases, blood tests and x-rays may also be performed. Patients should also be prepared to provide their insurance information to our staff.

Meet the Team

  • Alex Barkan, MD, MBA, FACS, FASMBS

    Dr. Barkan has performed thousands of bariatric surgery procedures since entering the field in 2006 and has also developed several cutting-edge procedures including robotic surgeries, ensuring that you will receive the most advanced bariatric care available. His expertise in robotic surgery, as well as bariatric procedures, has led to life-changing, positive outcomes for his patients. His skills and experience have helped position Richmond University Medical Center as one of the leading hospitals in New York City for the effective use of robotic surgical technology, and as the source for people seeking the latest procedures and treatments in the field of weight loss surgery.

  • Loren J. Harris, MD, FACS, FCCP

    Dr. Harris is board certified in general and thoracic surgery. He received his medical degree from the New York University School of Medicine in 1987, where he graduated in the top 10 percent of his class and was elected to the Alpha Omega Alpha medical honor society. He completed his training in general and cardiothoracic surgery at New York University Medical Center and has been in clinical practice for over 20 years. He specializes in minimally invasive surgery using the latest robotic techniques for both benign and malignant diseases of the lung, esophagus, and mediastinum, which reduces post-operative pain and hospital stay while improving overall outcomes.

  • Lance Jung, MD

    Dr. Jung completed his medical education at New York Medical College. From there, Dr. Jung went on to complete both an internship and residency in general surgery at the University Hospital at Stony Brook, where he served as chief resident. Dr. Jung also competed an advanced laparoscopic surgery fellowship at the Institute for Minimally Invasive Surgery at Westchester County Medical Center. Dr. Jung is fluent in Korean and English.

    He specializes in general, breast, laparoscopic, and robotic surgeries.

  • Dr. Li is dual board-certified in surgery and vascular surgery. He did his undergraduate at Queens College and received his MD from Ross University School of Medicine in Dominica. He then went on to complete his residency in general surgery at Maimonides Medical Center in Brooklyn where he served as chief resident during his last year. Dr. Li also completed a fellowship in vascular surgery at North Shore-LIJ Health System in Manhasset, NY. Dr. Li is fluent in Chinese, Mandarin, Cantonese, and Shanghai dialects.

  • Vladimir Rubinshteyn, MD, FACS

    Dr. Rubinshteyn is dual board-certified in general and critical surgery. He graduated from Temple University Medical School in 2007 and completed his residency at Staten Island University Hospital and then completed a fellowship in surgical critical care at Weill Cornell Medical Center. He specializes in acute care and general surgery and utilizes minimally invasive techniques. Dr. Rubinshteyn is fluent in Russian.

  • Dr. Touloukian is a board certified General Surgeon and Surgical Oncologist with nearly 20 years of practice. He grew up in Woodbridge, CT and graduated from Columbia University Medical School here in NYC before completing his General Surgery training at Duke in Durham, NC and his Surgical Oncology fellowship at the National Institutes of Health in Bethesda, MD. His clinical interests include advanced cutaneous malignancies, gastro-intestinal cancers (primarily gastric and colo-rectal), soft tissue sarcomas (both abdominal and extremity based), along with complex general surgery. He is also proficient in advanced laparoscopy and robotics. In addition, Dr. Touloukian has a vested interest in student and resident education, and basic science research focused on immune-based therapies for cancer. Outside of medicine, Dr. Touloukian is an avid outdoorsman, sailor, skier, chef, and woodworker.

     

  • Michael Zemaitis, DO

    Dr. Zemaitis graduated from University of New England College of Osteopathic Medicine in Biddeford, Maine. He completed his surgical training at Carepoint Health in Bayonne, New Jersey, where he was chief resident for three years. He then went on to complete a fellowship in minimally invasive robotic and laparoscopic surgery, with a focus in bariatrics, at Richmond University Medical Center in Staten Island.
